North Hertfordshire – New Local Plan Consultations

Housing Options – Growth Levels and Directions

We have received the following notification from North Hertfordshire District Council:

Following the significant reforms in the development plan system, the Localism Act, the publications of the National Planning Policy Framework (NPPF) and the revocation of the East of England Plan, North Hertfordshire must now determine its own housing targets for the District.

We have consulted before on emerging housing targets for the District but the NPPF has made it clear that the District’s needs should be objectively assessed and based on an up to date study, the Strategic Housing Market Assessment. This work has been completed and forms the basis for this latest consultation. We are consulting on two documents, Housing Options and the Community Infrastructure Levy preliminary draft charging schedule.

In the Housing Options paper, the Council is consulting on:

  1. the acceptability of 10,700 dwellings as an overall target for the District in the period 2011 to 2031;
  2. the possible locations for strategic scale developments; and
  3. the non-strategic sites.

The Community Infrastructure Levy is a new tariff on development. It is designed to enable local authorities to secure a contribution from new development towards the cost of infrastructure. The CIL preliminary draft charging schedule sets out the rate at which developers will be charged for particular types of development and will be subject to two rounds of public consultation.

In addition copies of the consultation documents will also be available at the libraries in Stevenage and Luton. The consultation period for both the Housing Options paper and the CIL preliminary draft charging schedule will run from Monday 11th February through to 5pm on Thursday 28th March 2013. Our preferred method for accepting your comments is by using the website. We have prepared a guide to using the software, a copy of which can also be found on the website. During the consultation period we will be holding a series of exhibitions around the District. We will have large scale plans of the consultation proposals and the supporting documentation available to view and Officers will be there to answer your questions and explain the proposals.
