Neighbourhood Plan Questionnaire

Work continues on the Kimpton Neighbourhood Plan, and as ever we are interested to hear from local residents who wish to become involved and help with the rafting of this important document.  It is important for a number of reasons:

  • Under the Localism Act 2011, new neighbourhood planning powers can be used to establish general planning policies for the development and use of land in a neighbourhood.
  • So-called ‘Neighbourhood Development Orders can be drafted that will permit the sort of development we want to see – in full or outline – without the need for planning applications.
  • Neighbourhood Development Plans or Orders do not take effect unless there is a majority of support in a referendum of the neighbourhood.
  • There are, of course, restrictions and safeguards – proposals need to have regard to national planning policy, as well as the strategic local plans set by the local council. They also need to get past an independent assessor to ensure it meets the relevant conditions before the referendum is carried out.
  • Once approved via the referendum, the local planning authority is under a legal duty to bring them into force.

So you can see that this could be a very important document for the Parish.  Whether your concern is the type of housing provision in the village (more starter homes, more retirement homes etc.) or whether you want to protect the Green Belt, or even develop the Green Belt, then this is your opportunity to have a say.
